第5回ウクライナ復興会議 (URC 2026) 参加と成果のご報告

2026年6月25日〜26日の2日間、ポーランドのグダニスク市にて、ポーランドとウクライナの共催による「第5回ウクライナ復興会議（URC 2026）」が開催されました。
今回の会議では「ビジネス」「人的資本」「地方政府」「EU」「安全保障・防衛」の5分野に焦点が当てられ、期間中に総額100億ユーロ（約114億ドル）を超える、160件の協定や覚書（MOU）が締結されました。特に最重要分野の一つであるエネルギー関連では、約20億ユーロに上る28件の協定が結ばれ、ウクライナの復興に向けて大きな進展を見せています。
URC 2026の目的と新たな特徴
URCは、国際機関、政府系機関、民間資本の関係者を一堂に集め、ウクライナ復興に向けた投資を加速させるプラットフォームとして設計されています。特にロシアの侵略によって甚大な被害を受けた「エネルギー」「重要インフラ」「物流」の分野に焦点を当て、ウクライナ企業への投資を促進することで、長期的な経済変革と国際支援の強化を目指しています。
また、今回の会議ではウクライナの安全保障能力の強化が特に重視され、共催国であるポーランドの提案により、新たに「安全保障・防衛分野」のセッションが導入されました。防衛力の強化は、より広範な復興と長期的な発展に不可欠であるという共通認識が示されています。
日本の取り組みと日本PFI・PPP協会の活動
本会議には、国家元首や政府首脳、国会議員、国際機関、ビジネスリーダー、地方自治体、市民社会組織など多様な関係者が集結しました。日本政府は、両国間の具体的な協力方針を示す「日本・ウクライナ アクションプラン」や、経済産業省などが支援するエネルギー分野の復興プロジェクトを紹介し、ウクライナの新たなエネルギーシステム構築へ貢献していく姿勢を強く打ち出しました。
こうした中、特定非営利活動法人 日本PFI・PPP協会の植田和男 会長もこの復興会議に参加しました。ウクライナのセルヒー・デルカチ地域開発省次官が出席するもと、当協会とウクライナ官民連携庁との間で、復興支援に向けた覚書（MOU）を正式に締結いたしました。
トロスチャネツ市との絆と具体的な支援
また、会議の場において、トロスチャネツ市のユーリー・ボヴァ市長から植田会長へ、トロスチャネツ英雄協会からの贈り物として、記念メダル「トロスチャネツ ― 最初に解放されたウクライナの都市。都市の英雄」と、書籍「不屈の都市トロスチャネツの年代記」が授与されました。
現在、日本国内で購入されたコマツ製のブルドーザーがオデッサ港に向けて運ばれており、今後は戦後計画に不可欠な埋立地や、トロスチャネツ市をはじめとする被災地域での復旧作業に活用される予定です。
日本PFI・PPP協会「ウクライナ生活インフラ支援部会」は、今回のURC 2026への参加を通じて、日本のウクライナ復興支援の現状や、将来有望なプロジェクトについて国際社会へ広く発信し、深く議論する貴重な機会を得ることができました。

Report on Participation and Outcomes of the 5th Ukraine Recovery Conference (URC 2026)
The 5th Ukraine Recovery Conference (URC 2026) was held over two days, from June 25 to 26, 2026, in Gdańsk, Poland, jointly hosted by Poland and Ukraine.
This year’s conference focused on five key areas: Business, Human Capital, Local Government, the EU, and Security and Defense. During the event, 160 agreements and Memorandums of Understanding (MOUs) were signed, totaling over 10 billion euros (approximately 11.4 billion dollars). In particular, the energy sector—one of the most critical areas—saw significant progress toward Ukraine's reconstruction, with 28 agreements signed amounting to approximately 2 billion euros.
Objectives and New Features of URC 2026
URC is designed as an investment promotion platform that accelerates deals by bringing together stakeholders from international organizations, government agencies, and private capital. It aims to boost investment in Ukrainian companies and strengthen international support to secure long-term economic transformation, focusing specifically on the sectors hardest hit by the Russian aggression: energy, critical infrastructure, and logistics.
Furthermore, this conference placed a strong emphasis on strengthening Ukraine's security capabilities. Proposing by the co-host Poland, a new segment dedicated to Security and Defense was introduced. A shared consensus was reached that reinforcing Ukraine's defense capabilities is indispensable for broader reconstruction and long-term development.
Japan’s Initiatives and the Activities of the Japan PFI/PPP Association
The conference brought together a diverse range of stakeholders, including heads of state and government leaders, parliamentarians, international organizations, business executives, local authorities, and civil society organizations. The Japanese government highlighted the "Japan-Ukraine Action Plan," which outlines specific frameworks for bilateral cooperation. It also introduced reconstruction projects for the energy sector supported by the Ministry of Economy, Trade and Industry (METI) and other entities, strongly demonstrating Japan's commitment to contributing to the establishment of Ukraine’s new energy system.
Amid these developments, Mr. Kazuo Ueda, Chairman of the Non-Profit Organization Japan PFI/PPP Association, participated in the recovery conference. In the presence of Mr. Serhiy Derkach, Deputy Minister of the Ministry for Communities and Territories Development of Ukraine, a Memorandum of Understanding (MOU) for reconstruction support was formally signed between our Association and the State Agency for Public-Private Partnership of Ukraine.
Bonds with Trostyanets and Concrete Support
Furthermore, during the conference, Mr. Yuriy Bova, Mayor of Trostyanets, presented Chairman Ueda with a commemorative medal titled "Trostyanets — The First Liberated Ukrainian City. Hero City" and a book titled "Chronicle of the Indomitable City of Trostyanets" as gifts from the Trostyanets Hero Association.
Currently, a Komatsu bulldozer purchased in Japan is en route to the Port of Odesa. Moving forward, it will be utilized for restoration work in landfills—which are essential for post-war planning—as well as in Trostyanets and other disaster-affected regions.
Through our participation in URC 2026, the Ukraine Living Infrastructure Support Committee of the Japan PFI/PPP Association was able to widely share the current status of Japan's reconstruction assistance and promising future projects with the international community, engaging in deep and meaningful discussions.
